This cabin is the second property from Big Bear Dam along North Shore Drive (on the north side of Big Bear Lake).  It was built in 1920, remodeled and added onto in 2002, and covers approximately 2768 square feet.  I would verify the square footage because it doesn’t seem like 2768 square feet.  The height on some of the rooms is questionable but you kind of need to accept some of the kwirkiness with this type of property.  The inside is worn and not in showroom condition.  You can tell they come up to play and aren’t too concerned about how it shows.  

It’s been on the market for 747 days and the seller has dropped the price $100,000 over past month.   It sold in May of 2007 for $820,000 and is back on the market with Mike Dolan of Prudential Properties of Big Bear for $799,000. 

The unique part about this home is the fact that it’s a “recreational residence“, or more commonly referred to as a “government lease” cabin. There’s a total of  444 government lease cabins in the Big Bear area.  Most of these “summer homes” were constructed in the early 1900′s to acquaint the public with the recreational opportunities of the National Forest.  The utilities will vary….some have holding tanks, some get spring fed water, some are easily accessible and some aren’t. 

Below are some facts regarding Government cabins that I thought I would share:

  • Government Lease Cabins are not fee simple land- the government owns the land.
  • The land is not “leased” as is often the belief, but rather “permitted” to the cabin owners (permittees) through a Special Lease Permit.  It does not convey any interest in real property, but it permits the permittee to maintain the cabin on National Forest Land. 
  • Permittees are responsible for using the land in accordance with all laws and regulations that govern the land.
  • There is no Conventional Financing on Government Leases (most buyers either pay cash, pull money from a home equity loan on their primary residence, or ask the seller to carry a personal loan).
  • Government Cabins can not be used as primary residences or rental properties.
  • Government Cabins are considered personal property rather than deeded property.  You still pay a property tax of 1 1/2 percent of the sales price. 
  • Until archaeological and environmental surveys are completed and evaluated no plans for cabin additions and exterior alterations will be accepted. 
  • Outside improvements must be approved by the Forest Service and must keep with the historical/natural environment.  Building permits must be pulled from the County Building and Safety Department.  Currently it takes approximately 1 year to go through the process to determine if you can remodel/improve/add-on.
  • Cabin owners must clear 30 feet around the cabin for fire safety.
  • All permits on the San Bernardino National Forest expired December 31, 2008.   New permits have been mailed out.   They based their rate on a 1998 appraisal on the property….I expect the rates to be 10-15% higher than previous rates.  Be sure to verify what the new rate is before entering into a contract.  I’ve heard that lakefront properties could go as high as $7500/year.
  •  

    They’re not for everyone, but they obviously still appeal to a small segment looking for a rustic cabin in the mountains.  Sales over the past year or two have dramatically dropped.  In 2006 we had 23 sales.  2007 had 22 sales.  2008 had 11 sales.  And in 2009, 0 sales (but 2 are in escrow).
